8. The Treatment of Terrorists
- Terrorists should be treated as enemy combattants,
- with all the rights that apply,
- with one major exception: they can be tortured.
- Torturing terrorists, however, must be limited to the goal of attaining information regarding terrorist operations.
- After said information is acquired, torture must cease.
