8. The Treatment of Terrorists

  • Terrorists should be treated as enemy combattants,
  • with all the rights that apply,
  • with one major exception: they can be tortured.
  • Torturing terrorists, however, must be limited to the goal of attaining information regarding terrorist operations.
  • After said information is acquired, torture must cease.
